Mission Statement

Our mission is to provide safe, affordable shared housing and a supportive, sober living environment for veterans, individuals returning from incarceration, and adults seeking stability in Vallejo and Solano County. Through respectful community living and referrals to employment, education, vocational training, and community resources, we help residents build independence and lasting positive change.

We envision a Vallejo and Solano County where every person rebuilding their life has a safe place to call home, a fair second chance, and the support they need to grow into a stable, independent, and positive future.

Victor Williams, MA

Founder & Executive Director

Victor Williams is the Founder and Executive Director of Choices and Changes Reentry Homes. With more than 20 years of experience in law enforcement, adult and juvenile justice, education, and community mentorship, he is committed to helping people rebuild their lives with dignity and purpose.

As a law enforcement professional and college professor, Victor brings firsthand insight into the challenges people face when returning to their communities. He holds a Master of Arts in Leadership from Saint Mary’s College of California and understands the role stable housing, encouragement, and community connections play in creating lasting change.

Through Choices and Changes Reentry Homes, Victor seeks to provide a welcoming, sober living environment for justice-involved individuals, veterans, and others seeking stability. His approach centers on respect, accountability, and referrals to community partners for job readiness, vocational training, and education.

A dedicated mentor and community leader, Victor believes a person’s past does not have to define their future—a belief reflected in the organization’s message: “New Choices. Real Change. Better Futures.”
